Reporting of Ingredients and Emissions of Tobacco Products

Manufacturers and importers are to submit to the Superintendent of Public Health the following information by brand name and type:

(a) a list of all ingredients, and quantities thereof, used in the manufacture of the tobacco products, in descending order of the weight of each ingredient included in the tobacco products;

(b) the emission levels of tar, nicotine and carbon monoxide; and

(c) where available, information on other emissions and their levels.

This information shall be submitted according to Commission Implementing Decision (EU) 2015/2186 of 25 November 2015 establishing a format for the submission and making available of information on tobacco products. This information should be submitted via the EU common entry gate (EU-CEG)

All non-confidential information received pursuant to the requirements above will be published. Producers will be able to specify information that they consider to be confidential when they submit a notification.

Manufacturers and importers shall also inform the Superintendent of Public Health if the composition of a product is modified in a way that affects the information provided under these regulations.

Furthermore, for cigarettes and roll-your-own tobacco, a technical document setting out a general description of the additives used and their properties shall be submitted by the manufacturer or importer.​
